Most of discussions on electronic government have merely provided ad hoc guidelines rather than systematic approaches. For a systematic approach to e-government service, we adopt a business model approach. In e-commerce areas, both practitioners and academicians have emphasized the business model as a useful construct and methodology for design and implementation of e-commerce. We employ the analogy of a business model to e-government service and develop an e-government service model. We define the components of an e-government service model, such as objectives, value proposition, service architecture, value configuration, and financial model, and identify their characteristics. Based on this framework, we perform case studies on the electronic services of the presidential offices and cross-agency government portals of Korea and the U.S.A. Throughout this study we found differences and similarities between e-commerce and e-government service. Finally, we discuss its utility and limitations. The business model approach to e-government service has the advantage of accessing the accumulated knowledge of e-commerce research and practices and clarifying the differences between the approaches to e-commerce and e-government service.
