The shortage of social overhead capital is a great problem in most countries except advanced countries. The problem with traffic facilities such as road congestions, deficient airports, is so serious it is impeding national development.. However, many Asian countries have difficulty acquiring necessary funds for the government as a tremendous amount is required to expand social overhead capital. Therefore, greater participation of private organizations is necessary to expand social overhead capital.<BR> To solve these problems, Korea established the 「Private Infrastructure Investment Promotion Law of Social Overhead Capital」 in 1994 as a threshold for the start of private infrastructure investments. However, over concern of preferential disputes, this has been operated in a limited manner lacking driveand results. To resolve this, the law was amended in 1998 and altered to the 「Private Infrastructure Investment Law of Social Overhead Capital」 at present.<BR> To promote an active economy, strong national competitiveness, and growth potential of many Asian countries, it is necessary to provide a constructive inducement system for private and foreign capital. In order to do so, an accurate social cost/benefit estimation and financial profits evaluation of social overhead capital should be conducted in advance.<BR> In this study, research was conducted as follows to accurately assess social overhead capital. The problem is presented in Chapter 1, and is examined from legal, systematical, and administrative perspectives in Chapter 2 as well as resolution plans from a political perspective. In Chapter 3, the evaluation method of private infrastructure investment is examined and improvements for the problems of the existing assessment method and directions for future development are presented. Through a case study in Chapter 4 of the presented evaluation method, a new method is introduced and applied to find the differences and improved results compared to the existing method. By comparing actual applied results of both methods, future improvement plans are presented for the private investment of traffic facilities.
