Facilities Management (FM) System is one of the first GIS applications introduced in local governments. Over the last few years, many municipal governments in Korea developed have developed facilities management systems, especially for underground facilities (drinking water and sewerage) and road management systems. The concept of standardized facilities management software (SFMS) was developed to minimize the duplication of efforts in local governments. The standardized facilities management system is a package of softwares, which includes a GIS engine, a facility management application, and software development kit (SDK) for further development and customization. This package should be based on a standard design published by the central government (Ministry of Construction and Transportation), and has to be certified by the Telecommunications Technology Association (TTA) to be eligible for adoption in local government. This paper aims to explain the concept and the framework of this new approach for system development and deployment. Based on the experiences of some of the local governments which has already adopted the SFMS, this paper also provides the guidelines that a local government can follow in adopting the SFMS. Finally, this paper discusses the way in which the SFMS can be used as a basis for developing a full-blown Urban Information Systems.
