This paper builds a choice model of manufacturing firms to locate their plants on between individual industrial estate and planned industrial estate. Several findings are as follows. First, the increasing individual industrial estates make planned land use difficult. Most of individual industrial estate is developed according to the necessities of business without a comprehensive land use planning, and thus resulting in piece-mean development. Second, water supply capacity does not significantly effect on individual firm choice of industrial estates but significantly does on regional-wide firm choice of industrial estates. Third, individual firms prefer to individual industrial estate since planned industrial estate is expensive due to construction costs for infrastructure and anti-pollution measures, increasing environmental problems such as worsening air and water pollution and industrial wastes. Finally. costs for providing infrastructure become socialized and firms located in individual industrial estate enjoy free-riding for those facilities. while development profits generated from rezoning become privatized solely to firms.
