This study has compared and analyzed the present situation of the program of public and private organs in America, Japan and Germany as comparative models, which are major advanced countries. in order to appreciate and analyze the phenomenon of the program for sport for all in our country positively to establish the developmental direction. In other words, resulting from making a comparative analysis for the phenomenon between countries with the object of suggesting the developmental direction of the program for sports for all able to use in the organs in every class usefully through offering the positive basic data to establish the system of future-oriented political direction along with the suggestion of direction for reasonable and value-oriented programs suitable for the real situation of our country, I"ve had following conclusions.<BR> 1. In case of our country, as the concentrated phenomenon of the program for grown-ups is outstanding, the acclimatization of the program for infants and children and juveniles is necessary more and more.<BR> 2. We should induce and publicize the participation in the programs like Ssirum(korean wrestling), Taekkyon(a kicking and tripping sport) and Tae-geuk kwon and so on which lay emphasis on tradition with the spread of traditional plays for babiesㆍinfants, children and juveniles.<BR> 3. The organization of the program study association or program developmental union which is composed of directors in on the spot working level is keenly needed, and through the strengthening of a close relation between the organs in every class, the plan for a lecturing guidance of program which has excellent public need and effectiveness should be planed and discussed by the public organs.]<BR> 4. We should spread and keep encouraging Floor Hockey, Roller Hockey, MTB bicycle, indoor socker, hihgly-intensified sports camps and sports climbing that are new sports for children or juveniles, which are generally carried out in advanced countries.<BR> 5. The organization of curriculum that can operate and serve the weekend sports program for infants, children and juveniles by area for the students majoring in sport for all in every university is needed and we should take this as an opportunity and drive the plan able to develop to club sports.<BR> 6. We should develop the programs for grown-ups like a health consultation, a test of strength and so on to the programs that have generality, and in advance the development and practice of specialized programs to prevent and cure geriatric diseases are to be required and in addition the supporting measures of the combination programs united into a style of sports-health semina or sports-cultural lectures should be made by the public organs.<BR> 7. In the program for grown-ups, we should train the specialized directors for the organs in every class so the programs like Body Styling carried out in the advanced countries like a plan of bodyline controlling program and diet exercises regarding bodyline may be settled down.<BR> 8. The organs in every class should strengthen the function of public relations of contest-styled program and establish the supporting measures so that the sports clubs may come to being and be fostered naturally, and in addition, the new establishment of the specialized political department able to activate club sports should be made by the public organs.<BR> 9. Especially in our country, as the spread rate and operating rate of a field-and-track event and gymnastics, which are basic events, are staying in a very low level in comparison with the advanced countries, we should organize the ex-player directors association that are consisted of famous players or players on the playing list who had participated in Olympics so as to activate and expand these events.<BR> 10.
