In this study we study organization and the operation of human resource of a festival of art of performance in the area of art of dance through going over the functions and traits of a festival of art of performance. In the inner part we improve quality of itself. In the outer part we suggest the effective direction of developement that a festival of art of performance should take about the system of organization and it also should be able to have the effect of society and culture, national competition, economy and the international exchange of culture.
