생태학적 보육환경을 중심으로 한 보육시설운영위원회 설치 및 운영에 관한 소고

A Study on Establishment and Management of Childcare Center Steering Committee Focused on the Ecological Childcare Environment

&nbsp;&nbsp;보육시설의 공공성과 투명성 확립이라는 전제 아래, 보육시설운영위원회의 법적 실행이 본격화되고 있는 시점에서 본 연구는 현재 보육시설운영위원회의 시행지침이 가지는 문제점을 도출하고, 이를 통해 생태학적 보육환경을 중심으로 한 보육시설운영위원회의 설치 및 운영에 관해 몇 가지를 제언하였다.<BR>&nbsp;&nbsp;우선 현행 보육시설운영위원회의 지침은 두 체제 간 여러 이질성에도 불구하고 학교운영위원회의 설치와 운영을 그대로 원용하되, 시범실시시간 등의 질적 재고 기간을 두지 않고 시행하는 것이 우선적인 문제점을 가진다. 또한 이용자수 대비 운영위원회의 위원 정수 선정, 부모와 지역사회의 자율적 참여와 보육활동 지원보다는 관리감독에 더 비중을 두고 있다는 어려움을 가진다.<BR>&nbsp;&nbsp;이에 본 연구는 영유아를 중심으로 한 환경이 상호작용하는 역동적 체계이며 따라서 미시적, 중간적, 외적 환경을 비롯한 제 환경과의 맥락 속에서 이해해야 한다는 Bronfenbrenner의 생태학적 관점을 토대로 운영위원회를 설치ㆍ운영할 수 있는 대안을 제시하고자 하였다. 이를 요약하면 첫째, 미시체계 자원을 활용한 보육시설운영위원회의 구성, 둘째, 중간체계 자원의 역동성을 통한 대가족 대체 효과, 외체계 자원을 통한 보육활동 멘토링 기능 등이 포함되었다.

&nbsp;&nbsp;By the time of institutionalization of childcare center steering Committee, this study looked forward to a method for activating childcare center steering Committee&quot;s establishment and management focused on the view of Bronfenbrenner&quot;s ecology of human development.<BR>&nbsp;&nbsp;In the cause of this method, through arranging current management standard of childcare center steering Committee, a number of problems were revealed. First, a term for the enactment of legislation and a public display of childcare center steering Committee&quot;s establishment and management was not enough. Second, the total number of childcare center steering Committee should be reconsidered. Third, the function of autonomic participation and childcare support should be more strengthened than control or management.<BR>&nbsp;&nbsp;In conclusion, this study, focusing on the ecological childcare environment, is proposing following method for establishment and management of childcare center steering Committee.<BR>&nbsp;&nbsp;First, organizing of childcare center steering Committee, utilizing microsystem resource.<BR>&nbsp;&nbsp;Second, alternative effect of an extended family, through dynamics of mesosystem resource.<BR>&nbsp;&nbsp;Third, strengthening function of childcare management mentoring, through exosystem resource.
