The EU’s Foreign Policy Strategy toward North Korea

  이 글은 21세기에 접어들면서 유럽과 북한간에 진행된 괄목할 만한 관계개선을 분석대상으로 하였다. 미국이 여태까지 북한과의 관계정상화를 거부하고 있는 반면에, 유럽의 경우 EU의 9개 회원국이 북한과 외교관계를 수립하였다. 더구나 유럽연합은 새로이 대두하고 있는 북핵위기에도 불구하고 북한에 대한 인도적 지원을 계속하고 있다. 유럽과 미국의 국제문제 해결방식을 검토한 결과, 양자는 부드러운 외교와 강한 외교라는 서로 다른 접근방식을 사용하고 있음을 발견하였다. 이러한 차이는 미국이 북한을 불량국가로 인식하는 반면, 유럽은 북한을 실패국가로 인식하는 데에 따른 것임을 알아내었다.

  This paper analyzes the remarkable advancement in relations between the EU and North Korea since the onset of the 21st century. While the United States has adamantly refused to normalize relations with the North, nine additional EU member states have established diplomatic ties with Pyongyang. In addition, the EU has maintained much needed humanitarian aid despite looming nuclear crisis. Examination of US and EU approaches towards international conflicts and North Korea in particular suggests their different tacks toward the North-hard versus soft diplomacy-derive from the US view of the nation as a rogue state and the EU perception of it as a failed one.
