한국 유권자의 정치적 신뢰와 정당 정치 - 정당지지에 미치는 영향력을 중심으로

Is Political Trust the Problem in Korean Party Politics?: focusing impacts of political trust on party support

  본 연구는 최근 한국 정치가 당면하고 있는 여러 가지 난제 중에 정치 불신이라는 이슈에 초점을 맞추어 그 정치적 영향력을 살펴보았다. 현재 정치 불신의 만연은 한국에서 뿐만 아니라 대다수 선진 민주국가에서 보편적으로 나타나는 현상인데 그 정치적 영향력에 대한 논의는 주로 정당 정치를 중심으로 이루어지고 있다. 특히 미국의 연구들은 정치 불신이 기존 정당에 대한 지지 하락이나 제3당 후보의 지지 또는 정부와 집권당 정책에 대한 반대 등에 영향을 미친다는 경험적 결과를 얻기도 했다. 하지만 한국에서는 정치적 불신과 정당 정치의 관계에 대한 이론적 추론이나 언급만 있었을 뿐 경험적인 연구는 거의 없었다. 더욱이 정당정치가 활성화된 미국이나 서구의 연구결과를 한국에 그대로 적용하는 데에는 어려움이 있다. 한국의 정당은 이합집산의 역사를 되풀이하면서 정치과정에서 자율적 역할을 못하였고 정당 간 뚜렷한 정책적 차이를 보이지도 못했다. 이렇듯 정당 간 차이나 정책의 책임성이 모호한 한국에서는 정치 불신이 집권당에 대한 불만으로 한정되기보다 기존 정당체계 전반에 대한 불만으로 표출될 가능성이 있다. 이러한 문제제기에 근거하여 이 연구는 한국 유권자의 정치적 불신이 정당 정치에 미치는 영향력을 정당지지를 중심으로 경험적으로 분석하였다. 2005년 전 국민 여론조사 자료를 분석한 결과 한국에서도 정치적 신뢰도가 정당정치에 영향을 미친다는 경험적 근거를 확보하였다. 그러나 한국에서 정치적 신뢰도는 개별 정당지지 보다는 기존 정당 전반에 대한 지지와 연관성이 높았다.

  Declining trust has been an major issue in recent Korean politics. However only a few have studied about it because it is not considered as an important research subject in Korea. Compared to Korea, western scholars have studied the trends and causes of declining political trust extensively and suggested its possible consequences on party politics. Recently there are some studies in western countries discussed declining political trust is likely to be resulted in declining party supports, especially governing party in power. Since those who distrust the governing party likely distrust its policies, declining political trust also undermines support for government policies. Thus some founded the effects of political trust on supporting party and its policies. In this paper, it is tested whether the effects of political trust on party supports can be found in Korea similar to the western experience. Using 2005 Korean national survey data, it is founded that political trust affects party support: Because most of major parties have played little role in consolidating Korean democracy, political distrust is related to the feeling of none-party support rather than feeling against governing party alone.
