주택품질보증제도 도입을 위한 소비자 및 공급자의 의식조사 연구

Survey Analysis of Housing Consumer and Constructor on Home Warranty

&nbsp;&nbsp;주택보급률 100%달성 등 주택시장의 여건이 변화하면서 소비자의 주택품질에 대한 욕구는 매우 높아지고 있다. 반면 현행의 주택품질관련 제반 제도는 이러한 시장의 변화에 충분히 대응하고 있지 못하고 있으며, 하자발생에 따른 분쟁이 증가함에 따라 현행제도의 개선 또는 주택품질보증제도 도입에 대한 검토가 필요한 시점이다. 본 연구에서는 주택 소비자 및 공급자의 주택품질에 대한 의식조사를 통해 우리나라 실정에 맞는 주택품질보증제도 도입에 필요한 검토 요인을 도출하고자 하였다.<BR>&nbsp;&nbsp;주요 조사결과를 보면, 먼저 소비자의 주택품질에 대한 만족도는 보통수준보다 약간 높은 것으로 나타났으며, 공급자 규모별로 대형업체가 공급한 주택이 상대적으로 만족도가 높았다. 현행 품질관련 제도에 대한 신뢰도 및 만족도에 있어서는 소비자의 경우 신뢰도 및 만족도가 낮은 반면 공급자는 상대적으로 만족하고 있는 것으로 나타났다.<BR>&nbsp;&nbsp;주택품질보증제도 도입에 대해서는 모두 그 필요성에 대해 강하게 인식하고 있으나, 소비자가 적극적인 반면, 공급자는 상대적으로 소극적인 것으로 나타나 다소 차이를 보였다. 주택품질보증제도 도입에 있어 검토되어야 할 중요항목으로는 소비자와 공급자 모두 합리적인 분쟁처리시스템을 강조하고 있으며, 공급자의 경우 특히 명확한 주택품질기준 마련, 보증기구의 전문성과 공정성이 중요하다는 견해를 나타냈다. 한편 주택의 하자발생 부위는 매우 다양하게 나타나고 있어, 제도시행을 위한 세부적인 검토요인으로 명확한 하자 또는 품질기준이 마련되어야 하며 품질보증의 대상범위가 매우 중요하다는 점을 시사하고 있다.

&nbsp;&nbsp;The consumers&quot; interest on housing quality has been increasing due to changes of housing market such as increasing housing supply ratio above 100%. On the other hand the housing quality control system and related regulations fail to respond to these changes properly and it is time to consider the problems of current housing quality system and introduce the home warranty system for settle down the disputes of housing defects. This study tries to draw some critical factors considered for setting up the home warranty system proper to the domestic housing market situation by converging the view point of demanders and suppliers.<BR>&nbsp;&nbsp;While the consideration and desire of consumers on the housing quality has increased along housing market situation, there might be improper response of housing quality system to these changes.<BR>&nbsp;&nbsp;Among the major findings the consumers&quot; satisfaction on housing quality is found to be slightly above the average level and the satisfaction is a little higher on the big contractors. The satisfaction of suppliers to the current system is good while that of consumers is not. Consumers are more eager to develop the new system of home warranty than the suppliers are, which shows the conflict of interests between two parties.<BR>&nbsp;&nbsp;Among the issues in developing the home warranty system both consumers and suppliers emphasize the rational dispute settlement system. The suppliers put more weight on the clear criteria of housing quality and defects and the fairness and expertise of home warranty provider. Also the defects are found to be very diversified and the definition and range of defects is important in considering the home warranty system.
