Building remodeling market will be the prospective construction market for the small & medium-sized (S&M) construction firms to enter in the near future. However, this forecast will be judged correct when both the effective business strategy on the firm level and the positive improvement of the policy on the government level are applied well and timely.<BR> It is the most important and urgent element for the S&M construction firms to enter this market to posses the general engineering capability. Even though the unit remodeling business is small one, it requires S&M construction firms to keep the total engineering capacity covering from planning and design to construction and maintenance. To achieve and maintain this ability, the CEO of S&M construction firms must have the opportunity to learn the remodeling business in advance. And, the core person, like designer and construction manager should be the regular member in the company, on the other hand, the other specialty companies, for example, facility and structure firms are maintained with the partner relationship. The policy reforms required to boost the small & medium building remodeling market are as follows.<BR> First, it is needed to alleviate the building code regulation in order to induce the aged small & medium building remodeling.<BR> Second, the application of project financing method is essentially required to activate the small & medium building remodeling.<BR> Third, to reform the construction and design activity regulation will give the positive effect not only to eliminate the possibility of defect claim but also to develop the remodeling industry.<BR> Fourth, it is required that public organization should increase the remodeling orders and fix the existing order method to design-build method.<BR> Fifth, it is also needed to expand the information supply function on the public side in order to activate the remodeling industry especially for the small and medium building remodeling demander and supplier.
