교육성과를 포함한 책무성 중심 학교평가 모형 개발 및 적용

Development and Application of Accountability-based School Evaluation Model including Educational Outcomes

  본 연구의 목적은 교육의 성과를 포함한 학교평가 모형을 개발하고 실제 현장 적용 결과를 검토함으로써 학교평가를 통한 학교교육의 책무성 증진 방향을 모색하고자 하였다. 교육성과를 포함한 학교평가모형은 기존 학교평가 모형에 대한 비판적 검토, 외국사례 분석, 현장 의견 수렴과정을 통해 개발되었으며, 학교교육의 수준과 질을 체계적으로 진단해 줄 수 있는 평가시스템 구축을 위해 구안되었다. 이 평가모형은 자체평가와 방문평가 결과를 결합하되 각 학교가 산출해 낸 교육 성취를 연계하는 모형으로 평가준비/계획, 평가실시/자료수집, 판단/의사결정, 분석/결과활용 등 4단계 과정을 포함하고 있다. 새롭게 제안된 학교평가 모형은 경상북도 실업계고 학교평가에 적용되었으며, 그 적용 결과를 평가기획 및 실시, 실업계 학교교육 성과 정의, 성과지표의 결정, 결과보고 및 후속조치 중심으로 제시하였다. 또한 평가모형 적용결과를 바탕으로 책무성 중심 학교평가 모형 개발에 주는 시사점과 향후 과제를 논의하였다.

  The purpose of this study was to explore directions enhancing educational accountability by developing a school evaluation model including educational outcomes, and applying the model to actual school evaluation. The school evaluation model was developed through critical review of preexisting evaluation models, review of foreign examples, and consensus seeking process from the field. This model 따 4 stages: preparation/planning, conducting/data collection, judgment/decision-making, and analysis/utilization of results. Self-evaluation and site-visiting along with analysis of school outcomes were employed. Through this process, a systematic evaluation model diagnosing quality and status of schools was developed. After applying this model to school evaluation of Kyungsang-bookto province, process and results of the evaluation was analyzed in terms of definement of school outcomes, selection of outcome indexes, process of evaluation execution, and results report with follow-up activities. Based upon the results of school evaluation, implications for development of accountability-based school evaluation model and suggestions for future tasks were discussed.
