미국과 호주의 단위학교 예산제도 운영과 시사점 - 초등학교를 중심으로

The Suggestions and Operations of School-Based Budget System in America and Australia : Focusing on Elementary School

  이 연구는 단위학교 예산제도가 비교적 안정적이고 제도적인 정착을 보이고 있는 미국의 학교구와 호주의 초등학교를 중심으로 단위학교 예산제도 운영방식 및 사례를 분석ㆍ제시함으로써 우리나라 학교예산회계제도의 성공적인 정착을 위한 시사점을 도출하고자 하였다. 미국의 2개 학교구와 호주의 2개 초등학교의 2004년도 학교예산 운영 실태를 단위학교 별로 세입과 세출 예산으로 구분하여 분석하였다. 세입은 정부보조금에의 의존도, 학교교부금과 특별교부금의 상대적 비율, 학부모부담수입과 학교자체수입, 학교발전기금 비율 등을 분석하였으며, 설비가 차지하는 비율, 학생복리비 비율 등을 분석하여 우리나라 단위학교예산 운영에의 시사점을 추출, 제시하였다.

&nbsp;&nbsp;The purpose of the study was to analyze and suggest the operational ways and cases of school-based budget system focusing on the school district of America and the elementary school of Australia, showing the stable and systematic settlement of school-based budget system.<BR>&nbsp;&nbsp;To achieve the purpose, the study analyzed the operational conditions of school budget in 2004 of two school districts of America and two elementary schools of Australia by school, revenue and expenditure budget. The revenue budget analyzed the degree of dependence on governmental subsidy, the ratio of school subsidy and special subsidy, the income from parents, school-itself, and the ratio of school fund. The expenditure budget analyzed the compilation ratio of teaching-learning activities expenses in school operation expenses, the ratio of personnel and facility expenses in total amount of expenditure, and the ratio of student welfare expenses.<BR>&nbsp;&nbsp;The policy recommendations for operating Korean school-based budget were suggested based on the research results.
