우크라이나의 여성정치가 율리아 티모센코 - 정치변동과 엘리트 교체

Yulia Timoshenko, Ukrainian Woman Politician : Political Transition and Elite Change

&nbsp;&nbsp;본 글은 전형적인 탈소비에트 국가인 우크라이나에서 어떻게 율리아 티모센코라는 여성정치가가 등장할 수 있었는가를 분석한다. 그리고 우크라이나의 첫 여성총리의 등장은 여성정치적 요소보다는 2004년 오렌지혁명으로 촉발된 우크라이나 체제이행의 질적 전환과 민주주의이행의 진전이라는 요소를 통하여 보다 명확히 설명될 수 있음을 논증한다. 우크라이나의 체제이행이라는 급격한 정치ㆍ사회적 변동은 두 가지 측면에서 티모센코의 등장을 가능하게 하였다. 첫 번째는 우크라이나 정치체제의 불안정성과 경쟁성이 다양한 정파들 간의 역동적인 이합집산 및 엘리트교체를 가능하게 하였다는 측면이다. 두 번째, 티모센코는 무엇보다도 우크라이나의 민족주의적 대중저항운동을 기반으로 하여 자신의 정치적 입지를 강화하였으며 러시아 및 서구유럽과의 새로운 관계설정 및 정치체제의 민주주의이행이라는 두 가지 핵심적 이행논쟁을 효과적으로 활용하였다.<BR>&nbsp;&nbsp;이러한 구조적ㆍ행위자적 차원의 고찰에 근거하여 볼 때 티모센코의 리더십 유형은 자수성가형 정치가 중 몰성인지적(沒性認知的)인 정치인 유형으로 분류될 수 있다. 티모센코는 무엇보다도 젠더 이슈를 주장하지 않으며 전통적으로 남성적 영역으로 여겨지는 경제 및 대외정책 영역에서 자신의 프로필을 강조한다. 티모센코는 또한 전통적으로 남성적 행동양식으로 분류되는 방식을 적극적으로 활용하며 동시에 공적 이미지 창조에 있어서 자신이 가지고 있는 여성적 이미지를 적극적으로 활용한다. 그리고 티모센코는 여성들의 일반적인 충원통로와는 다른 방식으로 정치에 입문하였으며 급부상하였다. 이러한 제 측면에서 볼 때 단기적으로는 티모센코 현상을 우크라이나 여성정치의 발전과 직접적인 상관관계 하에서 보기는 힘들 것이다.

&nbsp;&nbsp;This article analyzes how Yulia Timoshenko has become premier minister in a typical post-soviet country, Ukraine. I try to explain that not gender factors, but the course of change of the system transformation in Ukraine through the Orange Revolution in 2004 made the sensational political success of Timoshenko possible. First, the instability and competitiveness of the political system in Ukraine made a dynamic change of elite groups possible. Second, Timoshenko’s political influence became especially strong at the base of the Ukrainian nationalistic mass movement, and Timoshenko very effectively used the two key issues of Ukrainian transformation: a new relationship with Europe and Russia, and the transformation to democracy. According to the results of the analysis, the leadership type of Yulia Timoshenko can be classified as a non-gendered politician type. Timoshenko does not represent gender issues, and constructs her political profiles with classical male topics such as foreign policy and the economy. Timoshenko uses very active male behavior and uses her own female attraction at the same time. In addition to this, Timoshenko found an entry point into politics through election and a mass movement, different from the typical methods of recruitment for female politicians. Considering these points, we can not explain the Timoshenko phenomenon through such gender factors as the development of Ukrainian gender policy.
