Globalization, Limits of Liberal Democracy, and a Promise of Trust-Based National Governance

  이 글은, 첫째, 자유민주주의로 규정되는 국가 거버넌스에 지구화가 끼친 부정적 여파를 논하고, 둘째, 지구화 시대에 부합하는 대안적 거버넌스 모델을 탐색하는 것을 목적으로 한다. 이를 위해 우선 제2절에서 자유민주주의 모델이 근원적으로 지구화된 환경에서 왜 잘 작동하지 못하는지 규명한다. 지구화 시대를 맞아 자유민주주의가 적실성을 상실했다는 점은 자유민주주의와 지구화를 상호 보완하는 것으로 보는 기존 통념에 반대된다. 제3절은 대안적 거버넌스 모델을 찾기 위한 실마리로서 몇몇 비자유주의적 개념들을 이론적으로 논한다. 자유주의 시각에서 별로 중시되지 않는 개념인 사회적 신뢰가 특히 지구화 시대에 적합한 국가 거버넌스의 핵심 요소일 수 있다는 것이 중심 논지이다. 제4절은 44개국 서베이 자료에 대한 경힘분석을 통해 사회적 신뢰가 지구화 시대의 핵심 거버넌스 요소로서 당위적으로 뿐만 아니라 현실적으로도 좋은 실마리가 될 수 있다는 점을 보여준다. 일상생활에서 지구화를 많이 인식하고 경험하는 사람일수록 강한 사회적 신뢰를 느낀다는 관찰로부터, 지구화 시대를 맞아 더 이상 자유민주주의 모델에 집착하기보다는 사회적 신뢰에 기반한 대안적 거버넌스 모델을 추구해야 한다는 시사점이 도출된다.

  This article discusses the consequences-largely negative-that globalization has brought to today’s national-level governance defined as liberal democracy, and then theoretically and empirically searches for an alternative model of democratic governance more compatible with increasingly globalized environments. These dual goals are pursued in three sections. Section Ⅱ contemplates why liberal democracy does not work well in new conditions fundamentally changing under globalization. The inefficacy of liberal democratic governance in the age of globalization defies the conventional wisdom that liberal democracy makes a good harmony with globalization. Section Ⅲ provides a theoretical discussion of some non-liberalist conceptsas a clue to alternative governance model. My argument goes that social trust, a long-disregarded concept in liberalist thinking, may be a key attainable element for better national-level democratic governance under globalization. In Section Ⅳ, shifting to empirical observation, this paper provides some survey data to demonstrate a crucial importance of social trust as a both realistic and relevant component for alternative democratic governance. Empirical results suggest that the more you perceive and experience globalization in your social life, the more you tend to trust your government and other institutional authorities. Here is drawn an implication that social trust, not a lexicon in liberal democratic governance, can play a key role for governance in a highly globalized national setting. Social trust therefore must be looked after as a clue for alternative democratic governance in national level in the age of globalization.
