지적행정서비스 공급의 민간위탁에 관한 연구

A Study on the Contracting-Out of the Cadastral Administration Service

&nbsp;&nbsp;전통적으로 공공성이 강한 분야로 여겨졌던 지적행정이 있어서도 민간의 다양한 참여 형태가 요구되고 있다. 본 연구에서는 공공부문의 지적행정서비스 공급체계의 실태와 문제점을 파악하고, 그 개선방안으로서 민간위탁의 가능성과 타당성을 제시하고자 하였다.<BR>&nbsp;&nbsp;연구 결과, 국내ㆍ외 선행연구의 결과와 마찬가지로 기술적인 성격을 가지는 업무인 지적측량분야와 지적정보분야는 민간위탁이 가능한 분야이고, 법적 중요성을 내포하는 업무인 지적관리분야는 공공부문이 수행하는 것이 바람직하다고 조사되었다. 이러한 역할분담의 형태를 지적행정의 비용절감, 지적행정서비스의 질 향상, 지적행정의 민주화 및 사업의 전문화를 추구할 수 있을 것이다.

&nbsp;&nbsp;Nowadays, Many participations from the private sector are required to the cadastral administration that has traditionally been considered as the public sector. The purpose of this study is to investigate situations and problems of the supply system of the cadastral administration service in the public sector and to present the possibility and validity of contracting-out as the improved methods.<BR>&nbsp;&nbsp;The results are the followings: Although the business of cadastral survey and information, which has technical features is possible for the contracting-out in the cadastral administration service, cadastral management including the legal importance is better to be dealt with the public sector. Through the division of roles between public sector and private sector, the contracting-out of the cadastral administration service contributes to the reduction of expenses, the improvement of the quality of the service, the administrative democracy, and the specialization of the business.
