Development and Application of Assessment Tools for School Finance

&nbsp;&nbsp;본 연구는 단위학교 재정운영의 책무성을 제고하고 학교재정의 효율적 운용을 통하여 교육의 질적 향상을 기하기 위하여 단위학교재정평가 도구를 개발하고 이를 실제 학교재정평가에 적용하기 위해 시도되었다.<BR>&nbsp;&nbsp;이를 위해 관련문헌을 중심으로 기획단계, 학교재정 확보 및 운영계획, 학교예산 편성, 학교예산운영 및 집행, 학교예산 결산, 학교재정 운영 결과에 이르는 학교재정 평가 모형과 47개 항목의 학교재정평가 도구를 설정하였으며, 도구의 타당성을 확보하기 위해 사전 탐색적 적합성 조사, 전문가 준거 타당성 검토, 준거의 타당성 검증을 실시하여 44개 항목의 도구를 확정하였으며, 이를 사용하여 5개 지역의 학교재정실태를 파악하였다. 분석 결과 전체 평가항목의 평균은 보통으로 나타나 학교재정운영의 개선 요소가 많음을 알 수 있었다. 학교재정운영의 효율성을 높이기 위하여 학교재정평가를 도입할 필요가 있으나 현재 제도에서는 재정평가를 별도로 시행하고 있지 않다. 따라서 본 연구는 학교재정평가 도구 개발 및 시범적 적용이라는 측면에 그 의의가 있으며, 개발된 도구는 학교재정운영의 방향을 제시할 뿐 아니라 실제로 단위학교 재정을 평가하기 위한 유용한 도구로 사용될 수 있을 것이다.

&nbsp;&nbsp;The purpose of this study is to develop the appropriate assessment tools which can be used in evaluating elementary, middle and high school finances.<BR>&nbsp;&nbsp;Based on the study of related literatures and documents, we set up a finance assessment model which consists of the following steps: overall planning, securing school finances and management planning, budgeting school finance, administering school budgets, settling accounts, and drawing outcomes of school finance management. We also developed 47 items of school finance assessment tools. Out of these 47 items, we finally settled 44 items through the verification process which includes various prep surveys and researches into the appropriateness of the tools.<BR>&nbsp;&nbsp;These tools were applied to many schools in Seoul, Incheon, Daegu, Gyeonggi, and Gyeongbuk area to assess their finances. The school finance assessment model was useful in examining the effectiveness of school finance management. And the settled assessment measures were applied to schools to analyze their financial condition.
