Analytical Study on Relative and Quantitative Efficiency of BK21 Projects in Korea

&nbsp;&nbsp;이 연구는 1단계 BK21 사업의 투입과 산출요소를 중심으로 정량적인 효율성 분석을 시도하였다. 연구 대상은 1단계 BK21 사업중 BK21사업의 취지에 부합하면서 정량분석이 가능한 과학기술 분야와 인문사회 분야, 그리고 지역대학 육성사업 분야로 한정하였다. 연구방법으로는 먼저 분야별 양적 성과의 추이는 정량적으로 분석하였다. 그리고 분야별로 각 사업단의 투입과 산출요소를 토대로 상대적 효율성을 측정할 수 있는 DEA 방법을 사용하였다.<BR>&nbsp;&nbsp;논문생성의 효율성에 있어서는 BK21사업 참여대학의 효율성이 높았다. 그런데, DEA 분석을 시도한 결과 BK21을 도입한 이후 2차년도에 비하여 이후에 상대적인 효율성이 크게 증가하지는 않은 것으로 분석되었다. 6차년도를 토대로 분석한 결과 인문사회분야를 제외할 때 주관대학보다는 참여대학들의 효율성이 상대적으로 높은 것으로 분석되었다. 이는 주관대학들이 상대적으로 투입이 많은 데 비하여 산출이 참여대학에 비하여 적었음을 시사하는 것이다.

&nbsp;&nbsp;The purpose of this study was to analyze the relative and quantitative efficiency of BK21 projects in Korea. To accomplish this purpose, two methods were used. One is to compare the ratio of SCI papers and research funds quantitatively on BK21 supported universities and non-BK21 universities. The other is DEA(Data Envelop Analysis). Subjects of the study were BK21 project teams(universities).<BR>&nbsp;&nbsp;Based on the analysis of relative and quantitative efficiency of BK21 projects, following conclusions about post BK21 project were produced.<BR>&nbsp;&nbsp;First, the BK21 supported Universities&quot; relative and quantitative efficiency of SCI papers was higher than that of non-BK21 universities.<BR>&nbsp;&nbsp;Second, the relative efficiency in BK21 supported universities was not increased after the second year of BK21.<BR>&nbsp;&nbsp;Third, the relative and quantitative efficiency of supervising (responsible) universities of BK21 projects was lower than that of participant universities of BK21.
