지역특화발전을 위한 교육특구 - 현황 분석과 발전을 위한 실천제언 탐색

Educational Enterprise Zone(EEZ) for the Community Empowerment: Analyzing Current Practice and Exploring Implications

&nbsp;&nbsp;본 연구는 지역특화발전특구의 한 유형으로써 교육특구 운영 내용과 문제점을 지역 현장의 의견에 기초하여 실증 분석함으로써 교육특구제도의 향후 발전을 위한 실천적 제언을 모색하고자 하였다.<BR>&nbsp;&nbsp;연구 결과 다음과 같은 결론이 도출되었다. 첫째, 교육 특구에 대한 기초 자치단체와 지역교육청의 관심을 유발하기 위해서 정부는 제도적 차원에서 지방자치단체와 교육자치단체간의 유기적 협력관계를 구축하기 위한 다각적인 노력을 기울이는 것이 필요하다. 둘째, 교육특구의 활성화를 위해서는 교육특구 목적에 대한 명료한 안내지침과 다양한 교육특구 모형개발이 필요하다. 셋째, 일선 기초 자치단체들이 교육 특구에 대해 보다 쉽게 접근할 수 있도록 신청 절차를 간소화하고, 특화 사업의 규모나 형식보다는 지역에 적합한 맞춤형 교육 특구를 장려하여야 한다. 넷째, 승인된 교육 특구에 대해서는 정부의 지속적인 행ㆍ재정적 지원이 뒷받침되어야 한다.

&nbsp;&nbsp;This study explored the practical implications for developing educational enterprise zone (EEZ) as a model of regional enterprise zone by analyzing contents and problems in implementing EEZ. The study extracted factors pertinent to the growth of EEZ by the study of studies on EEZ, and explored the practical scheme to develop EEZ. The responsible person in charge of EEZ related duty in 158 regional governments and 168 regional offices of education participated in the study.<BR>&nbsp;&nbsp;The study found several conclusions. First, there should be various governmental effort to establish a dynamic relationship between regional government and the office of education for inducing deep concern about EEZs. Second, there should be a clear introducing guidelines on the purposes of EEZs and models of EEZs for activating the zones. Third, the public application procedures must be simplified for the regional governments so that they can easily apply for the EEZ. Also, the regional governments should be encouraged to focus on regional traits rather than size nor format of the project. Forth, the government must continually back up administrative and financial support for the approved EEZs.
