&nbsp;&nbsp;이 논문에서는 유아교육과 평생교육을 진흥하기 위한 정책수요가 어떠한 것들이 있으며, 그것을 지원하기 위한 재정수요는 어느 정도가 될 것이고, 이를 실현시키기 위한 재정대책은 무엇이 될 것인가를 탐색하였다. 탐색 결과, 저출산 고령화 사회라고 하는 자연스런 사회변화에 대처하기 위해서는 학교교육 중심으로 경직된 교육체제로서는 어렵다는 것이 확인되었으며, 이를 위해서는 교육재정투자 전략 또는 새로운 패러다임이 필요한 것으로 분석되었다.<BR>&nbsp;&nbsp;결론적으로 막대한 재정수요의 확충 못지않게 기존의 재원을 효율적으로 재배분하는 것을 포함한 종합적 대책이 요구되고 있으며, 그 대안으로서 학교교육 중심의 교육재정구조의 탈피, 수요자 중심의 재정구조 수립, 교육인적자원개발 및 관리 차원에서의 보다 종합적 재정투자 전략 수립이 검토되어야 한다.

&nbsp;&nbsp;This paper was written to answer the questions for improving the investment policies of lifelong learning and early childhood education; especially to find out the policy options for lifelong learning and early childhood education, to estimate the necessities for their financing and to discuss about the future directions for implementing those policy options and financial investment. The main argument identified in the paper is that such a rigid and closed system of educational financing limited to public school-centered system needs to reexamined to open its boundary, which calls for a new approach.<BR>&nbsp;&nbsp;One alternative suggested in the paper regarding is the more comprehensive approach for reallocation of the present investment in addition to the bigger securement of new financial resources. In order to implement in the practice, some of following measures are necessary to be employed; overcoming school-centered financing, on-demand financing, integrated funding for human resource development.
