Nowadays appearance of Internet mass media is ,also, drawing people´s attention. So the regulation and responsibility of internet mass media is a matter of grave concern lately.<BR>&nbsp;&nbsp;Generally the regulation of mass media must be permitted restrictively in democratic country to guarantee freedom of speech. The clash between freedom of speech and privacy has come to be a matter of grave concern from long time ago and Now came to be more important problem.<BR>&nbsp;&nbsp;Specially established mass media is monopoly undertaking because sometimes established mass media has tendency to use their power to their own interests not to people？？s interests. On the other hand internet mass media is more open to common people compared with established mass media.<BR>&nbsp;&nbsp;In korea, the legal definition of internet mass media include newspaper, not broadcasting, but internet broadcasting must be included because internet broadcasting is also important.<BR>&nbsp;&nbsp;The regulation of internet mass media must be permitted restrictively only to protect privacy and develop democracy. Specially in the cyberspace, the danger of violating privacy became larger than before. So the regulation of mass media has relation with responsibility of internet mass media. The kind of regulation can be classified into preliminary and post regulation. But precensorship is prohibited in our constitution because precensorship can be great obstacle to our development of our press. In this sense the regulation had better be post regulation, specially criminal punishment and civil compensation.<BR>&nbsp;&nbsp;finally, we must protect internet mass media. to develop our democracy because internet mass media. can give space for discussion and chance for all the people to express their thought. So the regulation and responsibility of internet mass media must be limited to postregulation, specially criminal punishment and civil compensation.
