&nbsp;&nbsp;It can&quot;t say too much that the history of the Constitution of the Republic of Korea was the changing history of political power coalesced without policy agreement.<BR>&nbsp;&nbsp;The existing constitution has been amended by nation&quot;s right of resistance and the mutual agreement of the Government-the opposition party.<BR>&nbsp;&nbsp;The direct democracy system, a direct presidential election system and a local autonomy system was introduced into the constitution.<BR>&nbsp;&nbsp;But the general election is the nation&quot;s sole chance directly to participate in government. As the nation are politically minded(politics conscious) in the periods of participatory democracy, it is necessary to escalate a direct democracy system and to reduce a representative(parliamentary, indirect) democracy system.<BR>&nbsp;&nbsp;For example, Initiatives, Recalls, Plebiscite etc are cases in point. In addition to them, the articles of political party should maintain impartiality and the articles of local autonomy should be reinfocemented as like citizen autonomy system or the inhabitant&quot;s voting.<BR>&nbsp;&nbsp;Now the constitutional amendment could not fulfill by the politician, but a scholar of constitutions and a expert in public affairs for ending a the history of political power coalesced without policy agreement.
