학습장애 판별을 위한 중재반응모형(RTI)의 이상과 함정

The ideals and Pitfalls of The Responsiveness to Intervention Model to Identify Students with Learning Disabilities

  이 논문에서는 RTI 모형에 대한 2000년 이후의 최근 연구들을 검토해 봄으로써 RTI 모형의 이상과 함정을 추적해 보고자 한다. 미국의 IDEA 2004가 학습장애 판별절차로서 RTI 모형을 승인함으로써 학습장애 정의와 판별에 대하여 현장과 학계에 불러일으킨 혼란이 아직도 해결되지 않은 상태로 무성한 논박이 오가고 있다. 이 논문에서는 RTI 모형의 장점으로 전망되는 RTI의 이상과 약점 및 결함으로 비추어진 RTI 모형이 품고 있는 함정을 점검하고자 하였다. 이러한 추적은 앞으로 한국에서의 학습장애 진단과 조기중재 실천에 발전적인 방향으로의 전환에 시사하는 바가 클 것이다. 이를 위해 RTI 모형의 이상과 함정을 다각적으로 파헤치고 RTI모형의 한국 교육현장 적용에 따른 시사점에 대해 논의하였으며, 학문적 정의와 현장의 실천개선이라는 양면을 동시에 쫓을 수 있는 측면을 결론으로 제시하였다.

  This study was to trace the ideals and pitfalls of the responsiveness to intervention (RTI) model by reviewing recent articles and information on it since 2000. There have been exuberant disputes in the fields of learning disabilities especially on the definition and identification issues to resolve the confusions resulted in the IDEA 2004"s reauthorization of the RTI procedure as the identification of specific learning disabilities. This study highlighted the ideals from the RTI model"s strengths and the pitfalls out of its weaknesses and defects. The author extracted the six aspects which would have both sunny and shaded sides of the RTI model. The first aspect is whether it can identify specific learning disabilities and prevent “wait-to-fail”. The second is whether it can provide validity and reliability in meeting the learning disabilities components as the theoretical aspects. The third is whether it can improve the achievements of students with specific learning disabilities through basic reading (phonological) intervention. The fourth is whether it can strengthen all students" capacities through intervening basic reading itself. The fifth is whether it can reduce the increasing numbers of students with learning disabilities by false-positive identification. The sixth is whether it can be feasible to improve the school realities. Many disputes on these are included to suggest the necessity of an alternative model to resolve these issues. In addition, the author"s concluding thoughts are included.
