지역균형발전정책의 한계와 새로운 정책패러다임의 모색

A New Look at the Government"s Balanced Regional Growth Policy and Proposals for Alternative Approaches

  우리나라에서는 급속한 경제성장과정에서 수도권에의 인구 및 산업 집중과 그로 인한 수도권과 비수도권의 불균형 발전이 심화되어 오면서 이를 억제하기 위한 지역균형발전정책을 지속적으로 추진해 왔다. 그럼에도 불구하고 지역균형발전효과는 없었고, 오히려 수도권과 비수도권의 격차는 더욱 더 벌어져 왔다. 이것은 그 동안 추진해 온 지역균형발전정책의 실효성에 한계가 있었기 때문이라고 할 수 있다. 그런데 문제는 참여정부가 지역균형발전을 위해 새롭게 추진하고 있는 국가균형발전정책도 그러한 한계를 벗어나지 못하고 있고, 그 실효성에 있어서도 한계가 있다는 것이다. 이러한 문제의식 하에서 본 논문은 우리나라 지역경제의 불균형발전요인을 수도권과 비수도권의 격차문제를 중심으로 규명함과 동시에 그동안 추진해 온 지역균형발전정책의 실패요인과 현재 지역균형발전을 위해 새롭게 추진 중인 국가균형발전정책의 한계를 분석하고, 이러한 분석결과를 기초로 지역균형발전을 위한 새로운 정책패러다임을 제시하고 있다.

&nbsp;&nbsp;From early on, Korea has adopted growth-centered regional economic development approaches in order to achieve economies of scale and generate spillover effects from economic linkage throughout the country. This may have been unavoidable given the goal of rapid economic growth with limited resources, but the result was unbalanced regional economies. For its part, the government has implemented wide-ranging economic measures to address the problem of unbalanced regional development and growth. Despite the government’s efforts, however, economic concentration in the Seoul metropolitan area has only increased, and many doubt whether policy measures currently in place will ever succeed in reversing the trend.<BR>&nbsp;&nbsp;The research objective of this paper is to explore alternative policy approaches to achieving a more balanced regional development and growth. The paper first looks at the theoretical aspects of the policy objectives and approaches for resource allocation. It then proceeds to an analysis of past policy failures and a review of ongoing policy initiatives in order to assess their effectiveness. Based on the findings of the analyses, this paper identifies challenges for the government and its appropriate role as it pursues well-balanced regional growth and concludes with proposals for alternative approaches to achieving the intended objectives.
