The purpose of this study is to develop a curriculum-based assessment (CBA) of young learners in an English education program. CBA contributes to the effectiveness of instruction, and it is a vehicle for using students" performance data to make decisions about individually appropriate decision. From the perspectives of the CBA, this study reviews Norwegian EVAluaion of English in Schools (EVA) Project to explore how Norwegian EVA Project team applied a local curriculum to the assessment process for young learners. This study describes the procedures for developing a placement test of English, which is based on a local curriculum for young learners: how assessment tasks are developed, how students are assessed and are placed. The performance of 71 low-level young learners on a written part of the placement test was multiply rated and analyzed using Rasch modelled FACETS program. It was found that the placement test mostly met the practical and theoretical consideration in CBA. In this study, the CBA to be locally developed for level placement purposes successfully diagnosed what it tried to assess.
