공교육 정상화를 위한 교육정책 결정체제 참여자들의 역할 조명 - 한ㆍ미 교육정책 결정체제 참여자 비교를 중심으로

Illuminating Participants" Role on Educational Policy Determination System for Public Education Normalization

  이 논문에서는 공교육 정상화를 위한 교육정책 결정체제 참여자들의 역할을 조명하였다. 즉, 이 논문에서는 공교육 내지는 학교교육 관련 구성집단들의 참여가 요구되며, 실행단계에서 대책의 실천적 효과가 뒤따라야 된다는 점을 밝히고, 달라진 시대ㆍ사회적 환경에 부합되는 공교육 체제의 설계가 필요하다는 전제하에, 공교육 정상화를 위한 우리나라 교육정책 결정체제 참여자들의 성격과 역할을 미국의 교육정책 주요 행위자들의 역할과 기능으로 해석ㆍ적용ㆍ비교 하고자 하였다. 이를 통해 본 연구는 공교육 정상화를 위한 교육 정책 결정 체제 참여자의 성격과 역할을 조명하고 교육 거버넌스의 큰 틀 속에서 성공적으로 작동할 수 있는 전제로서 이념적ㆍ실천적 토대를 제시하였다.

  The purpose of this study is to illuminate participants" role on educational policy determination system for public education normalization. In this paper, based on review of literatures, the sequence to the alternative about practical effect was found to be basically rooted in a need for education-related stakeholders" participation. For attaining the purpose this study tries to unveil the fact that the interpretation, adaptation and comparison between Korea and America participants" role on educational policy determination system for public education normalization will be able to be maximized, under the assumption that we need the design of public education system in pluralistic environment through the education-related stakeholders" ideological and practical base.
