자동차 환경세의 필요성

The Necessity of an Environmental Tax on Motor Vehicles

  본 논문에서는 자동차에 환경세가 부과되어야 한다는 것을 주장한다. 자동차는 내구재의 일반적 특성을 갖고 있으면서, 주차 및 교통혼잡을 야기하고, 배기가스로 대기오염을 가속한다. 혼잡으로 인한 피해의 대부분은 그것을 야기시키는 소비자에게 돌아가기 때문에 혼잡을 완화하기 위한 각종 정책은 자동차라는 특정재화가 제공하는 효용을 증대시키려는 노력에 불과하다. 반면 배기가스로 인한 피해는 외부성을 지니고 있어서 환경세의 부과를 통한 정부개입이 절대적으로 필요하다. 그리고 자동차의 모형별 배기가스의 오염농도를 측정하여 환경세율을 차등화하고, 이에 주행거리를 곱하여 세금을 징수하는 방안을 제시한다.

  This paper describes the necessity of an environmental tax. Motor vehicles have the general characteristics of durable goods, induce parking and traffic congestions, and accelerate air pollution from emissions. Since congestion damages, for the most part, are returned to the motor-vehicle consumers, various policies to reduce the damages seem just to be an effort to increase the utility from a particular good, motor vehicle. On the other hand, air pollution damages from emissions are external, so it is necessary for government to intervene. The environmental tax rate should be differentiated in line with the density of emission pollutants, and multiplied by the vehicle miles of travel to levy the tax.
