An Ethical Cultural Present of Korean Public Service Sphere and Its Future

  My essay will examine the negative aspects of ethical cultural characteristics of Korean public service sphere. These aspects are here summarized as a word of "paternalistic authoritarianism" and then the so called "cronyism or nepotism" are its crucial constituents. I think that the paternalistic authoritarianism has been originated from the Confucian ethical sentiment, for example, a partial attitude toward the familiar human face(the logic of "first my family and then the other people"). This idea has much negatively affected on the ethical culture of Korean public administrators" society. However, the recent recruiting tendency of "new generation and womentnetizen)" into the public service area will remove the dark image of Confucian familism. The reason is that they are essentially not friendly to Confucian ethos and especially women in general do not tend to head toward the political direction of governance, occupation, and mastery, but toward the consciousness of harmony, care and coexistence. Lastly I would like to require us Koreans to have a morally balanced sense between individualistic rationality and communitarian affection. This moral sense could be a solution to work out the deep seated disease in the Korean public officials" society.
