A Plan to Expand the Role of Private Sectors in Large-scale Development Projects

&nbsp;&nbsp;The present study purposed to reestablish the role of private sectors in large-scale development projects and derive a desirable plan for their participation. In this study, ‘private sectors’ mean ‘constructors,’ the role of which has shrunken compared to the past, and the scope of large-scale development projects was limited to the construction and improvement of innovative cities that are expected to be promoted continuously in the future.<BR>&nbsp;&nbsp;In the past, the role of private sectors in large-scale development projects was quite limited in Korea. However, with the prosperity of the real estate market, private sectors’ participation has been activated but, at the same time, many problems have emerged. It was because the execution of development projects by private sectors, which seek development profits, has resulted in the excessive rise of land price and disorderly development. To solve these problems, recent laws and regulations related to development uniformly diminish the role of private sectors and expand the role of public sectors. In overseas cases, however, large-scale development projects arecommonly executed jointly by public and private sectors rather than by either public or private sectors alone. Accordingly, it is necessary to formulate a public-private cooperation model suitable for the current situation in Korea.<BR>&nbsp;&nbsp;First, in order to expand the role of private sectors in large-scale development projects, leading investment should be made by the public sectors for securing publicness, and incentives should be provided for inducing private sectors’ participation. In addition, various participation methods should be introduced including public offering, BTO, BOT and BTL. In future large-scale development projects, constructors’ participation methods should be diversified from simple ‘construction’ to various forms including direct investment, joint execution, development and planning.
