Child sexual abuse is an extreme immorality which can not be any civilized country in the world. A voluminous body of scientific literature indicates that children who are sexually molested suffer various kinds of psychological, physical, and social damage. The high recidivism rate of the offense is threatening the authorities marking it one of the most serious problems in our society. In Korea, we have no less child sexual abuse cases than the western countries and their modus operandi is also extremely devastating.<BR> Nevertheless, the Korean authorities are insisting on those skeptical policies which focus on strengthening penalty regulations or disclosing criminals" identifications. Analyses indicate that judges are reluctant to apply those penalty of suspension of a sentence in Korea was turned out to be approximately three times as high as that of America. After all in a adverse way it seems that the offenders are getting benefits from the severe penalty regulations.<BR> Therefore, if we are to guarantee the certainty of penalty, we should mitigate the excessively enhanced penalty regulations about child sexual abuse keeping balance with the severly of penalties of other crimes. Also while avoiding additional penalizing policies which make offenders isolated from society and lower their recidivism by maintaining a thorough and systematic rehabilitation programs along with developing continuously working post-prison treatment programs.<BR> Most important of all, our culture and conception of sexuality should be changed into healthy ones to reduce all kinds of sex crime as well as child sexual abuse. Therefore, to establish a sound cultural basis of sexuality fundamental strategies like prohibiting child pornography on the Internet should be considered.
