동남권 지역혁신을 위한 혁신클러스터 해외선진사례연구 - 미국의 Research Triangle Park을 중심으로

A Case Study on the Research Triangle Park in North Carolina for Successful Establishment of Innovative Cluster in the South-Eastern Region of Korea

  본 연구의 목적은 부산·울산·경남지역을 포괄하는 동남경제권의 새로운 경제성장전략인 지역혁신시스템구축과 성공적인 혁신클러스터 형성을 위하여 미국의 노스캐롤라이나주의 Research Triangle Park(RTP)의 성공사례를 분석하여 정책적 시사점을 제시함으로써 지역경제발전을 위한 정책수립에 오류를 최소화하고 실패를 예방하는 데 있다. 보다 구체적으로, 먼저, 동남권의 경제현황 및 산업구조적 특징을 분석한 후 RTP사례로부터 첨단산업단지의 조성과 운영을 맡을 추진주체에 대한 지배구조(governance) 및 운영체계를 우선적으로 고찰하며, 둘째, RTP의 조성배경과 성장과정에 있어 중앙 및 지방정부의 역할, 대학의 역할과 기능에 관해 분석하였다. 본 연구의 주요한 정책적 시사점은 지역경제의 발전을 위한 지방정부가 제시한 지역산업정책의 명확한 목표설정, 지역소재대학을 비롯한 지역경제기구들의 자발적 참여 그리고 대학의 주도적인 역할 등이 RTP의 성공요인으로 드러났다.

  This paper analyzes the properties of governance structure and the operating system of the Research Triangle Park(RTP) in North Carolina as a case study to find out some applicable lessons and policy implications for the successful establishment of the innovative cluster in the South-Eastern region which includes Busan, Ulsan and Kyungnam. For this purpose, we first overview the characteristics of the South-Eastern region"s economy and industrial structure, and then investigate the properties of the governance structure and operating procedures of the RTP. In addition, we study the roles of government and university at the early stage of RTP development. The main conclusions obtained from the case studies are as follows; the clear targets of regional economic policy, spontaneous participation of the related organizations and the leading role of relevant university are significantly important in launching the innovation cluster.
