외국인직접투자 유입의 성과계측 - 부산지역을 중심으로

Performance of FDI Attraction in Busan

  본 연구의 목적은 부산지역을 중심으로 외국인 직접투자 유입의 성과를 실증적으로 계측해 보고자 함이다. 본 연구는 처음으로 부산과 국내의 16개 시도를 비교대상으로 FDI(Foreign Direct Investment) 유입성과지수 측정과 투입물효율함수를 이용한 FDI 효율지수를 사용하여 FDI 유입성과를 실증적으로 계측한다. 2000∼2003년간 부산의 전국대비 GRDP비중에 대비한 FDI의 비중은 평균 0.51로서 FDI의 도입은 GRDP비중의 절반정도에 머무르고 있다. 나아가 동기간 동안 외국인직접투자 유입액의 효율적 활용정도를 보여주는 성과 역시 0.535로서 강원, 경북과 함께 최하위 그룹에 속하였다. 이러한 원인은 1차적으로 부산경제의 성장이 다른 시도에 비하여 상대적으로 둔화되었다는 점과 지금까지 외국인직접투자 유입에 소홀하였다는 것을 시사한다.

  The purpose of the paper is to estimate the performance of attraction of FDI(Foreign Direct Investment) and to suggest its attraction program in Busan. This paper first measures performance of FDI empirically for 16 provinces and cities including Busan. We use the performance index of FDI attraction and efficiency index of FDI attraction by stochastic frontier analysis. The ratio of FDI for that of GRDP in Busan is only 0.51, a very low level and the efficiency of FDI on production activity shows 0.535, which belongs to the lowest group. It implies that the attracted FDI was not activated effectively and did not contribute much to the growth of Busan. Busan must prepare and practice bold attraction programs to invite various FDIs from now on.
