부산상공회의소의 경제적 역할, 1945-60

The Rehabilitation of Busan Economy and the Busan Chamber of Commerce and Industry in 1945-60

  1945-60년에 부산 상공업자는 부산 상공회의소를 중심으로 결집했으며 부산경제의 어려움을 타개하고 부산산업을 발달시키기 위해 노력했다. 부산상의는 일본인이 남긴 물적 재산이 황 폐하게 되는 것을 막았고, 부산경제의 재건과 성장을 위해 여러 가지 사업을 행했으며, 부산시의 직할시 승격(처음에는 특별시 승격) 운동에서 주도적인 역할을 수행했다. 또, 대한상의와 협력하여「대한 상공회의소법」이 제정되게 하여 상의의 발달을 촉진했다. 부산상의는 지방정부의 경제개발 기능이 약했던 그 시기에 여러가지의 경제적인 사업으로 지방정부를 보완하며 지방경제를 지원했던 것이다. 나아가서 부산상의는 치안을 유지하는 등 지방정부 행정기능의 일부도 보완했다. 이 글이 부산상의의 긍정적인 역할을 강조하는 이유는 사업자단체가 지나치게 부정적으로 언급되어 있기 때문이다.

  Just after the Korean Independence and Korean War, the Busan economy had hard times. At that time, the business society of Busan gathered together around the Busan Chamber of Commerce and Industry, and made efforts to get over the difficulties. The BCCI protected the Japanese factories from ruining, did many activities for the recovery of Busan economy, made efforts to make Busan a special municipality, and lobbied at National Assembly to have the act for chamber of commerce and industry formulated. It also can be said that BCCI leaded the Busan economy with many economic activities when the local government did not have enough capacity to develop local economy. In addition, BCCI even maintained public peace with its own budget, which means that BCCI supported general administration as well. This paper is mainly interested in the positive roles of BCCI, because the majority of Koreans have negative understanding on the Korean business association.
