일본 내수면어업의 이용ㆍ관리정책에 관한 소고

A study on the management of Japanese inland fisheries and its implication

&nbsp;&nbsp;Inland fisheries in Japan has shown a decrease of more than 80 percent in production volume over the last 20 years due to the changes of the aquatic environment arising from overfishing, damming, navigation, wetland reclamation for agriculture, urbanization, water extraction and transfer, and waste disposal. Therefore, the current management policies for the Japanese inland fisheries are focused on the freshwater resource conservation and fisheries coordination, not on the production expansion. These fisheries cooperatives which are composed of commercial fishermen and recreational fishermen can increase their common benefits and also achieve conservation based fisheries production by a collective decision-making and self-regulatory process.<BR>&nbsp;&nbsp;This study first provides an overview of a legal system and harvesting in the Japanese inland fisheries. Later it focuses on the collective management by the fisheries cooperatives of the Japanese inland fisheries. In the conclusion, we provide implications from the inland fisheries in Japan and suggest the implementation of a collective decision-making and self regulatory process by Korean fisheries cooperatives.
