The Contributions of Trade Promotion Authority(TPA) on U.S. Trade Policy and Its Determinants of Renewal

A major reason for delegation of trade authority from Congress to the President is increasing the efficiency of U.S. trade negotiations based on expertise. But this is an ostensible reasons. The more fundamental reasons are extension of Congressional right on U.S. trade policy through demanding for consultation with Congress within the 90 days before the Executive initiates the trade negotiation. Delegation of authority have strengthened the capability of Congress"s right and surveillance on trade policy by intervention from early phases of negotiation.<BR> The paper also conducts a quantitative analysis to figure out main determinants of renewal of TPA, using the voting behaviour of Members of Parliaments on the TPA 2002. The empirical study finds that party belonging, campaign contributions, leadership and tenure of the members of parliament have been most influential factors that affected renewal of TPA 2002. The unemployment rate and level of education of the residents have also been relatively influential determinants of renewal of TPA. In addition, the industrial location has proved an influential factor of trade policy, as well: the provinces with strong presence of construction, transportation, financial and IT industries have been in favor.
