유니버설 디자인이 도시환경 공공 사인시스템에 미치는 영향에 대한 연구

The Study on the Effect of Universal Design on the Urban Environmental Public Sign System

&nbsp;&nbsp;지금의 공공시설은 불특정한 다수의 사람들이 일상생활에서 자주 이용하는 복합공간으로 변화하고 있고 그에 따라 내부공간의 기능과 용도가 다양해져 이용자들이 가장 단시간에 이동하여 목적지를 찾아가도록 하는 환경조성이 필요하게 되었다.<BR>&nbsp;&nbsp;현재까지 국내 공공시설의 사인시스템은 선진국에 비해 모든 면에서 아직도 많이 부족한 실정이다. 지금의 안내표지판은 주로 일반인들에게만 맞추어져 있으나, 장애인까지 고려한 보편적 환경으로 바꾸는 것이 디자이너의 역할이라 할 수 있다.<BR>&nbsp;&nbsp;이러한 맥락에서 본 연구는, 국내 및 국외 사례를 통해 유니버설 디자인의 역할을 하고 있는 공공 사인시스템에 대해 살펴보았다. 국내의 경우, 국립중앙박물관과 서울시립미술관의 사례를, 국외의 경우는 일본의 사인시스템을 살펴보았다. 연구결과, 유니버설 디자인 적용 시 사전의 충분하고 면밀한 검토를 거치지 않으면 경제적 부담이 증가하는 것은 물론, 일반인이나 장애인 계층에게까지 불편을 가져올 수 있음을 알 수 있었다. 따라서 사인환경에서 유니버설 디자인은 도시환경의 질을 높이고, 모든 사람들에게 공평한 기회와 접근을 보장하는 차원에서 그 계획이 이루어져야 할 것이다.<BR>&nbsp;&nbsp;현재 사인 시스템은 목적지를 찾아가게 하는 최소한의 기능에 그치고 있지만, 향후 사인시스템에서는 정보전달 기능뿐 아니라, 도시 환경의 미적인 기능까지 고려되어야 할 것이다. 또한 공공시설 이용자들의 유니버설 디자인에 대한 인식이 높아지고 있는 시점에서, 노인과 장애인 뿐 아니라, 일반인 모두의 다양한 정보 욕구를 수용할 수 있는 개념으로 확대되어야 할 것이다.

&nbsp;&nbsp;Public facilities are becoming into complex space for the unspecific public to use frequently in daily life. As a result, the function and use of inner space are becoming dynamic and it is necessary to have environment that users can find their destination easily in a short period of time. At present, sign systems in public facilities are very scarce compared to those in advanced counties. To change present guiding sign board for ordinary people into universal sign board for all people including seniors or disabled people is the role of designers.<BR>&nbsp;&nbsp;In this context, this study investigated the public sign system through domestic and international universal design cases. National museum and Seoul city gallery as domestic cases and Japan sign system as international cases were selected. The case study showed that without prior preparation and detailed review, it can produce economic burden and cause inconveniences to disabled people. Therefore, the universal design should be planned under the presumptions that it should provide fair opportunities and approaches to all people and help the quality of urban environment.<BR>&nbsp;&nbsp;The present sign system plays a minimal role as a tool to find destination. In the future, it is necessary for public sign planning to include the roles of unified and esthetic functions in urban environment as well as that of finding destination. In addition, the perception on the universal design is becoming higher and the importance of universal design in public facilities is getting more important. Therefore, sign system in public facilities should accommodate all the various needs or requirements of all people including seniors and disabled people.
