미국의 장애인 평생교육 기반과 시사점

The Foundations and Implications of Lifelong Education for People with Disabilities in the U.S.

  본 연구는 미국의 장애인 평생교육 기반과 시사점을 분석함으로써 우리나라 장애인 평생교육의 실행방안을 모색하는데 목적을 두었으며, 연구의 결과는 다음과 같다. 첫째, IDEA의 2004년 개정안은 16세의 전환서비스 시작, 성인교육과 결과 지향적인 절차, 아동의 강점 고려, 평가부분을 강조하였고, NCLB도 평가, 높은 질의 교사, 부모의 권리 등을 강조하였다. 둘째, 미국의 장애인 지원체제는 연방, 주, 지역 수준에서 행정, 입법, 사법이 관련되어 교육을 지원하고 있으며, 미국의 장애인 지원기관은 국가 및 지역수준에서 중등교육과 전환을 위한 국가센터(NCSET), 국가정보센터(NICHCY), 지역사회 발달장애 조직(CDDO) 등이 있다. 셋째, 우리나라의 장애인 평생교육 시행방안으로는 장애인 평생교육의 근거를 마련하기 위한 특수교육진흥법 및 기타 관련법에서의 법제화 및 특수교육 행정 체제의 확대, 장애인 평생교육 전문기관으로 장애인 평생교육지원센타를 국립특수교육원내에 설치하고 전국의 특수교육지원센타를 연계하여 장애인 평생교육 시스템을 구축할 수 있도록 하는 방안을 제시하였다.

&nbsp;&nbsp;The purpose of this research is to explore applicable plans to lifelong education for people with disabilities in Korea. This research is conducted by investigating laws, supporting systems, and the present status in supporting institutions for lifelong education for people with disabilities in the U.S.<BR>&nbsp;&nbsp;First, IDEA and NCLB which are laws relating education for people with disabilities in the U.S have revised in 2004. In the amendment, IDEA emphasizes the beginning of transition service at the age of 16, outcome-oriented procedures in adult education, considerations on children&quot;s strength, and the assessment. Not only IDEA but also NCLB stressed evaluation, fully qualified teachers, and the rights of parents.<BR>&nbsp;&nbsp;Second, the supporting systems upon education for people with disabilities in the U.S is supported by the levels of areas- federal, state, and local, involving the roles of government- adminstration, legislation, judicature. Moreover, there are the supporting institutions for disabilities in U.S. such as NCSET, NICHCY, and CDDO to realize secondary education and conversion on each level of areas and roles of government.<BR>&nbsp;&nbsp;Third, this research presented the following suggestions through the applicable plans to lifelong education for people with disabilities in Korea : Make a law in order to provide the foundation of lifelong education for people with disabilities, Expand the administrative systems for special education, Establish a special institution in KISE(Korea Institute for Special Education) for lifelong education for people with disabilities, and Link all local special education supporting centers to build the system for lifelong education for people with disabilities.
