최근의 국제 관계의 변화와 국제교육정책 형성을 위한 담론

Recent Changes in International Relations and Discourses on the Formulation of International Education Policies

  이 논문에서는 최근 교육을 둘러싼 국제관계의 변화 동향을 분석하고 그에 따른 정책담론을 고찰하고 정책적 시사점을 논의하였다. 최근 들어 세계화의 진전과 국제교류의 확대에 따라 국제교육부문에서도 많은 정책수요가 발생하고 있다. 특히, 선진국 위주의 경제통상환경의 변화, 교육시장의 개방화 추세, 국가간 협력관계의 변화, 그리고 초국가적 실체에 의한 변화의 요구는 국제교육행정영역에서도 새로운 과제를 안겨주고 있다. 안팎으로 열린 세계화를 지향하면서 국가적 경쟁력을 높이기 위해서는 국제교육의 인프라로서 국가사회 전반의 국제화 전략의 수립과 국제교육지원행정의 정비와 강화가 필요함을 제안하였고, 교육시장의 전략적 개방, 교육분야 공적개발원조의 강화, 그리고 다문화교육의 강화와 영어 교육의 활성화를 위한 정책담론을 제시하였다.

&nbsp;&nbsp;The purpose of this paper is to analyze recent changes emerging in the international education sector, examine policy discourses in line with the changes, and discuss policy recommendations for international education. In recent years, the expansion of globalization and international exchanges has generated strong policy demands for international education. In particular, changes in economy and trade driven by developed countries, the opening of education service markets, changes in international relations, and supernational entities&quot; demands for change, are together imposing new assignments for the administration of international education.<BR>&nbsp;&nbsp;Against this backdrop, in order to increase national competitiveness while seeking globalization that is open both inward and outward, this paper proposes the need to establish a wide-ranged globalizati on strategy, and rearrange and strengthen international education administration, as a basis for international education infrastructure. In addition, the paper recommends the strategic opening of education service markets, extension of Official Development Assistance in education, and activation of multicultural educational and English language education as main policy agendas for the future.
