여성주의 시각으로 분석한 여성인력개발센터 교육 프로그램

An Analysis of Programs of Woman Resources Development Center from Feminist Perspectives

  여성가족부 산하에 있으며 지자체의 지원을 받고 있는 ‘여성인력개발센터’는 전국 51개의 지부에서 성인 여성 학습자를 대상으로 2006년 9월 현재 4, 600여개의 직업 교육과 교양교육을 실시하고 있다. 본 논문은 성인 여성학습자들을 대상으로 하고 있는 ‘여성인력개발센터’의 프로그램들을 여성교육의 교수철학인 페미니스트 페다고지적 관점에서 분석하고 있다. 페미니스트 페다고지란 교육을 통하여 여성 학습자로 하여금 교실 안에서는 물론 사회에서의 성평등을 이루게 하려는 교육 목표를 가진바, 본 논문은 ‘여성인력개발센터’의 프로그램이 성평등 실현에 얼마나 기여하고 있는지를 분석하려는 시도이다. 분석결과 약 80%나 되는 ‘여성인력개발센터’의 프로그램, 특히 정부 기관이 전액 혹은 일부 지원하고 있는 프로그램들이 전통적 성역할에 기반한 교육내용을 다루며 여성 인력을 저임금과 낮은 신분으로 유지시키는 것으로 드러났다. 이에 본 논문은 ‘여성인력개발센터’의 프로그램들이 성역할 고정관념을 해체함으로써 성평등 실현에 이바지 할 수 있는 방식으로 재구성되어야 함을 제안하고 있다.

  Woman Resources Development Center under the Ministry of Gender Equity and Family has 50 branches across the county and provides Korean adult women with over 4,600 kinds of liberal arts-related programs. This article analyzes those programs from the perspective of feminist pedagogy, which intends to make contribution to gender equity through educational practices. As a result, it is revealed that about 70% of these programs are based on gender-related roles and therefore they reinforce traditional gender roles through programs. This means that Women Resources Development Center and its educational practices have not been committed to realizing gender equity in the society. In this vein, the present study suggests that the programs of Woman Resources Development Center be re-constructed based on feminist perspectives and otherwise the center does not need to be named “Woman” Resources Development Center.
