&nbsp;&nbsp;Vietnamese Communist Party held the 10th National Congress on April 2006 and took the way of strengthening reform followed the existing trend in the economic area and accepted some changes in the political area. The institutional changes included acceptance of capitalists into Communist Party, multiple candidates for the General Secretary of the Party who were recommended not by the Central Committee but by the Congress itself. Therefore the 10th Congress deserves to be called the congress of political reform.<BR>&nbsp;&nbsp;Upon reviewing the process of the 10th Congress, political change in Vietnam was accomplished by increasing pressure of loyal opposition and concession of Party leadership, confronting declining authority which was occurred through rampant corruption, people&quot;s despair and critics.<BR>&nbsp;&nbsp;Vietnam has accelerated economic reform, but political reform has still been creeping so far. In the 10th Congress, institutional and procedural development in the political area has accomplished, while the nature of political regime itself is as before. Looking at pouring critics during the process of the 10th Congress, it seems that new phase of political reform has begun. Diversification and softening monism will be accelerated, though changes at the 10th Congress shall not result in substantial political reform.
