  본 논문은 정책선호 결정과정에서의 개인들 사이의 정보 이용의 차이를 측정하고 그를 설명하고자 한다. 이를 위해 본 논문은 정보이용 경로 추적 방법을 이용하여 302명을 대상으로 한 experimental data를 생성 축하였다. 지배적인 학설에서의 예측과 달리, 필자는 새로운 정보의 획득과 이용 및 선호하는 정보의 종류에 있어서 개인들 간에 헌저한 차이가 있음을 발견하였으며, 이러한 차이는 대부분 특정 정책에 대한 사진 지식과 관심에 있어서의 차이에서 기인하고 있음을 발견하고, 이를 듀얼프로세스모델(Dual-process Model)에 근거하여 설명하였다.

  This study is among the first to estimate how individuals use new information while they are making policy judgments. Taking dual-process models and processing-tracing methodology, I examined information processing through which white citizens make policy judgments on affirmative action programs. Using experimental data (N = 302), I found that individuals vary in their motivation and ability to care to incoming Information I also found that individuals do not prefer partisan information to factual information when they are being exposed to both types of information. I account for the variations in the use of new information and types of information that individuals favor in terms of prior knowledge about and interest in the issue at hand.
