Procedure and possibility of Amendment of Constitution

&nbsp;&nbsp;Amendment of Constitution is necessary to fill up the gap between constitution and actuality.<BR>&nbsp;&nbsp;But possibility of Amendment of Constitution depends on how difficult the procedure of Amendment of Constitution is.<BR>&nbsp;&nbsp;For argument on this topic it is given examples of procedure of Amendment of Constitution of foreign country and of Korean history.<BR>&nbsp;&nbsp;According to procedure of Amendment of current Constitution, it is very difficult to amend Constitution. Especially agreement over 2/3 in the National Assembly is difficult in actuality.<BR>&nbsp;&nbsp;So I propose some alternative proposal.<BR>&nbsp;&nbsp;1. First stage it is to propel only Amendment of Constitution for procedure, and at next stage rest.<BR>&nbsp;&nbsp;2. From now on it is to propel Amendment of Constitution but the amended Constitution will have legal force at 2013.<BR>&nbsp;&nbsp;3. It is to discuss Amendment of Constitution at a presidential election in 2007, and to propel the discussion-result.
