A Study on the Problems and Improvements for Government-donated Research Institute Evaluation System of National Research Council for Economic, Humanity and Social Sciences

&nbsp;&nbsp;자율과 책무 그리고 경쟁이라는 시대적 조류에 편승하여, 정부는 지난 1999년 연구회 체제를 출범시켰고, 경영혁신과 연구성과의 질적？양적 수준 제고를 위하여 평가를 실시해 오고 있다. 정부 출연연구기관 평가는 역사가 비교적 짧고, 지난 2005년 연구회간 통합이라는 변화를 겪으면서 아직 그 체제를 구조화해 나가는 과도기적 특성을 지니고 있다.<BR>&nbsp;&nbsp;본 연구에서는 새롭게 출범한 통합 연구회 체제 하에서 수행되고 있는 정부출연연구기관 평가체제를 진단하고 점검하는데 그 목적이 있다. 즉, 현행 정부출연연구기관의 실제를 소개함으로써 잘알려지지 않은 정부출연연구기관 평가체제의 이해를 돕고, 현재 정부출연연구기관 평가체제가 지닌 문제점과 주요 이슈들을 분석하여 이를 토대로 평가체제의 발전방향을 모색하고자 하였다. 분석은 일반적으로 평가가 수행되는 절차(계획-실행-결과 및 활용)에 따라 이루어졌다.<BR>&nbsp;&nbsp;주요 쟁점에서는 일률적인 현 평가체제의 특성화, 연구기관 출신의 평가자 배정, 평가주기의 다양화 문제에 대한 여러 입장들을 논의하였다. 이와 함께 평가 계획 단계에서는 평가목적과 기준, 평가편람, 평가지표, 평가위원의 구성 등의 사항에 대하여, 평가 실행 단계에서는 평가자간 신뢰도, 평가 기간, 수요자 만족도 조사 등에 대하여, 그리고 평가 결과 및 활용 단계에서는 평가의 개선 기능의 측면에 대하여 그 문제점과 발전방향을 제시하였다.

&nbsp;&nbsp;The purpose of this study is to diagnose and examine the Government-donated Research Institute Evaluation System under the new Research Council system(NRCS). That is, this study purposed to improve understanding of Government-donated Research Institute evaluation system, analyse the problems and issues of the evaluation system, and suggest the improvement based on the analysis. The analysis is followed on the stages(Plan-Do-See) which evaluation of organization is implemented generally.<BR>&nbsp;&nbsp;The issues showed that there were diverse ideas of the evaluation system. For example, uniformity vs specialization of the current evaluation system, the participation as the evaluators who stayed in research institutes, and diversification of evaluation cycle were discussed. The problems and improvements were discussed on the purpose and standard of evaluation, evaluation manual, indices of evaluation, and organizing evaluators, in the Plan stage; the reliability between evaluators, a term of evaluation, survey methods for client in Do stage; and the need of consulting function in See stage.
