&nbsp;&nbsp;In Korea, service-oriented welfare state has recently started to be discussed. In general, social service are expected to be more proper to meet the new needs response to new social such unstable employment, care changes in family, and population ageing, in comparison with cash benefits such as public allowances, social insurances and demogrant allowances.<BR>&nbsp;&nbsp;This paper examines pivotal which paradigm transition into social service-oriented welfare state in Korea would bring about order to provide adequate amount and types of to proper groups of target-population. Provision of social services requires several hard and complex decisions on who provides which types of services, who the public sector primarily provides the services to, and finally how much they should be supplied what conditions? etc. The relationships and functional divisions of labor among family, the state, market, and the third sector as well as the central government and local governments are theoretically reviewed. Based on theories and international experiences, basic principles, terms of importance, and proper functions of several service providers are suggested.
