직접민주주의에서의 시민사회단체와 이익집단 - 캘리포니아 주민발안 투표 사례

Civil Society Organizations and Interest Groups in Direct Democracy

  현대 직접민주주의에서 이익집단과 시민사회단체는 중요한 역할을 하면서도, 서로 대립과 경쟁의 관계에 있다. 이 논문은 이에 초점을 맞춰 직접민주주의의 역사적 발전을 정리한 다음, 캘리포니아 사례에서 이익집단과 시민사회단체는 서로 어떤 이슈에서 어느 정도의 영향력을 행사하며, 이에 유권자들의 투표행태는 어떻게 나타나는지를 분석한다. 유권자들의 투표는 어떤 이슈에서 시민사회단체 또는 이익집단에 지지를 보내주고 있는지에 초점을 맞춘다. 나아가 이익집단 정치의 폐단을 해소할 수 있는 제도개혁의 방안에 대해 캘리포니아와 스위스 사례로써 논의한다.

  In direct democracy, both civil society organizations(CSOs) and interest groups play important roles, and they are in a situation of conflict and competition with one another. Focusing on their relationship in California, this study describes the historical development of direct democracy and analyzes the impacts of CSOs and interest groups on initiatives and the voters’ support for CSOs and interest groups, respectively. Moreover, this study discusses some reform remedies suggested in California and Switzerland that deal with the problems involved in interest group politics.
