Evaluation and Prospectives of Economic Policy and Reform in North Korea : from 1998 and its Future

&nbsp;&nbsp;사회주의 경제관리체계의 개혁은 크게 보아 ‘체제 내’ 부분개혁과 ‘시장도입형’ 개혁으로 나누어 볼 수 있다. ‘체제 내’ 부분개혁은 중앙집권 명령경제 자체를 폐기하는 것이 아니라, 그 효율성을 강화하기 위한 개혁이다. 이는 중앙집권경제의 ‘부분적인 수선(개선)’이라는 뜻에서 ‘부분개혁체계’라고 부를 수 있다.<BR>&nbsp;&nbsp;이에 대하여, ‘시장조정기구도입형’(이하 ‘시장도입형’) 개혁은 중앙집권명령경제 자체의 한계를 인정하고, 이를 폐기해 가는 조치를 취한다. 그 핵심 사항은 첫째, 이데올로기적으로 ‘시장’의 역할을 적극적으로 승인하며, ‘계획’과 ‘시장’의 공존논리를 전개한다. 둘째, ‘행정-명령’체계를 폐기해 가는 핵심조치로서, 기업에 대한 계획명령을 폐기한다.<BR>&nbsp;&nbsp;북한의 7월 조치는 부분개혁으로부터 시장도입형 개혁으로 진입하는 경계선에 서있다고 볼 수 있다. 7월 조치는 분권화, 인센티브 체계의 개선 등을 통하여 명령경제체제의 효율성을 높이는 한편, 부분적으로 계획외 생산과 유통을 허용하는 조치를 취했다. 즉 계획 부문과 계획외 부문의 공존을 합법적으로 인정한 것이다. 이러한 조치는 1990년대에 경제난 때문에, 계획 중앙이 하부단위에 대한 통제력을 상실하고, 광범한 자율적 행위가 만연되었던 상황을 공식적으로 승인하고 합법성을 부여한 것이라고 할 수 있다.<BR>&nbsp;&nbsp;이러한 조치가 앞으로 심화되게 되면, 북한은 사회주의 상품경제 단계에 진입하게 될 것이다. 이 단계에서는 국영기업은 자율적으로 상업적 판단에 의해서 경영된다. 또한 국영기업을 계획명령을 통해 직접관리하기 위해 설치되었던 각 부문별 성(省)과 중간급에서의 관료적 조정기구와 규범이 대폭 간소화된다. 그 대신에 시장형 재정 및 은행 체계와 법체계 등이 발전해가기 시작한다.

&nbsp;&nbsp;Economic reforms in socialist economy can be classified into two types. One is the reform for increasing the efficiency of the command system through decentralization etc.; the other is reforms for abrogating the command system and introducing market mechanisms.<BR>&nbsp;&nbsp;The July economic measures have both aspects. They tried to increase the productivity of command economy through decentralization, while partly abrogated the economic directives from the center and allowed rooms for autonomic economic activities of the firms and localities.<BR>&nbsp;&nbsp;In this sense, they are characterized as measures, which are taken on the transitional borderline from command economy to socialist commodity economy. The latter is a market economy constituted by state firms and cooperative organizations.<BR>&nbsp;&nbsp;Because of economic downturn in the 1990s, North Korea&quot;s plan center could no more mobilize enough resources for controlling the lower economic units. It had no alternative to allow and legalize autonomous economic activities of the lower units. Through July measures, the economic center adapted to its decreasing control capacity and partly acknowledge and legalized changed situations since 1990s.
