Welfare Policy for Older People in an Aging Society with Low Fertility

  우리나라의 출산율의 저하와 인구의 고령화는 세계 어느 나라에서도 전례를 찾아볼 수 없을 정도로 빠르게 진행되고 있는데 특히, 출생율과 사망률의 저하는 괄목할 만하다. 저출산？고령화의 원인으로서 자녀의 수ㆍ가족구조ㆍ결혼행태ㆍ가족의 기능과 역할 등에 대한 가치관의 변화와 함께 미혼인구의 증가, 여성의 교육 및 사회활동 참여 증가, 평균 수명의 연장 등을 드는 것이 일반적이다. 저출산？고령화에 대응하는 국가의 정책방향은 노인복지정책 분야만의 대책이 되어서는 그 실효성을 담보할 수 없으며 인구ㆍ가족정책분야, 고용ㆍ인력정책분야, 재정ㆍ금융정책분야 등 관련분야와 유기적인 협조체계를 유지하여야 한다. 저출산ㆍ고령사회의 노인복지정책은 노인들의 늘어난 수명과 변화된 고용구조를 반영하여 생산적이고 활동적인 면이 강조되어야 한다. 정부가 준비하고 있는 노인복지정책의 주요내용으로는 경로연금？국민연금 등 노후소득보장제도의 개선, 사회적 일자리 창출 등 노인 일자리 마련사업, 노인장기요양보장제도의 도입준비, 그리고 노인복지산업(실버산업)의 지원ㆍ육성 등을 들 수 있다.

  Korea has undergone demographic changes at an unprecedented pace. For the last few decades there have been substantial decreases in both fertility and mortality, which have brought rapid increase in both the absolute and relative number of older people. While developed countries have prepared to cope with the ageing problem for a long time, Korea is in the urgent situation to meet the aged society with relatively short period of preparation. Socio-economic factors which have influenced low-fertility and population ageing include changes in the value on or preferences for the number of children, family structure, marriage behavior, role and function of the family as well as increase in the number of unmarried population, increase in educational and economic participation of females and the extension of life expectancy. In order to deal efficiently with low fertility with population ageing, various welfare programs should be developed and expanded at ministerial level. Policy for an ageing society with low fertility should take into account the importance of a continuing productive life in the economy and society as people grow older, accommodating longer working lives and job changes later in life. Specific policies relating to welfare policies for older people in Korea include income maintenance program such as Old Age Pension and National Pension, creating and arranging working places for older people, introduction of long-term care insurance, and promotion of old-age welfare industry.
