반부패 대안으로서 NGO - 한국의 사례를 중심으로

&nbsp;&nbsp;이 논문은 한국에서 가장 심각한 문제로 여기는 부패문제를 해결하는 방안으로서 NGO의 반부패운동을 제시하였다.<BR>&nbsp;&nbsp;한국의 부패문제는 ‘고질적인 구조적 문제’이며, ‘만성화’, ‘체질화’된 특성을 갖고 있다. 그런데 정부는 모든 정권마다 반부패정책에서 실패 또는 한계를 분명히 보여왔다. 1990년대 후반부터 등장하기 시작한 NGO는 시민사회영역의 확장과 함께 한국 부패문제에 보다 효율적, 효과적으로 작용하는 대안이 된다.<BR>&nbsp;&nbsp;이 논문에서는 부패와 NGO에 대한 이론적 연구와 정성분석(특히 사례연구)을 연구방법으로 삼았다. 그 결과로서 한국 NGO는 반부패를 위해 정치, 행정(제도), 시장(대기업), 그리고 시민부문 등에서 정보의 제공, 감시와 견제, 법규의 제？개정 및 제도적 개혁, 시민의식의 확산 등 여러 활동을 하고 있는 것으로 분석되었다.<BR>&nbsp;&nbsp;NGO는 정부부문보다 상대적으로 신뢰성을 얻고 있었으며, 정부실패에 대한 보완재이면서 잠재적 대체재로서 정부기구에 대한 강력한 견제기구로서 역할을 하고 있었고, NGO의 반부패운동은 정부부문에 대한 개혁의 원동력이 되면서 한편으로는 사회 전체적으로 책임성과 투명성을 높이는 긍정적인 효과가 있어 결국 한국 부패문제에서 대안이 된다. 또한 시민참여를 적극 유발시키고 있어 부패의 유인을 사전에 제거하는 이른바 부패방지의 대안이기도 한 것이다.<BR>&nbsp;&nbsp;결국 NGO의 반부패운동은 개혁에 대한 공공의 압력, 부패에 대항한 시민참여의 유발, 부패를 줄이는데 선도적 행동, 시민사회와 정부 사이에서 연계고리의 역할, 그리고 불완전한 정보에 대한 사실제공 및 개혁에 대한 기획, 진단, 평가 등의 의의를 가진다.

&nbsp;&nbsp;This paper examines the roles and results of NonGovernmental Organizations’(NGOs) activities in combating and preventing corruption in the south Korea.<BR>&nbsp;&nbsp;In south Korea the corruption became a chronic endemic structural problem. All the anti-corruption policies of every government failed and the government lost its trust. Accordingly the NGOs were demanded to play a key role against corruption. Their role is to prevent causes of corruption being generated by promoting structural reforms and by arising public awareness.<BR>&nbsp;&nbsp;Some of the positive results NGOs had in combating corruption are receiving the recognition by civilians, reforming the government or the public anti-corruption agency, playing as an alternative resource when the government fails, and raising public awareness. The activities of NGO are especially useful in raising awareness and in designing, monitoring, and evaluating reforms.<BR>&nbsp;&nbsp;The NGOs can play an important role in combating and preventing corruption problems in South Korea.
