Changes and Characteristics in the Structure of Labor Market Supply and Policy

&nbsp;&nbsp;이 연구는 최근 들어 지식정보화시대로의 이행과 국제경쟁의 가속화에 따른 노동시장의 변화를 노동력수급구조의 변화, 실업구조의 변화, 일자리 변화에 초점을 맞추고 분석하였다. 노동시장에 영향을 미치는 경제 환경의 변화는 크게 정보화？세계화로 요약할 수 있으며, 이는 지식근로자에 대한 수요 증대, 노동유연성의 확대, 외부노동시장의 활성화와 고용불안 증대, 평생학습체계 구축의 중요성의 증대, 그리고 노동시장의 불일치문제 등에 대한 대책을 요구하고 있다.<BR>&nbsp;&nbsp;이 연구에서 분석된 주요 결과는 다음과 같다. 노동시장의 수급변화 측면에서 보면, 노동력 구성이 고령화되고 있는 반면에 청년층 노동력은 감소하고 있는 것으로 나타났다. 또한 경제활동참가율은 지속적으로 상승추세를 보이고 있으나 선진국에 비해 여전히 낮은 수준에 머물고 있다. 취업구조 측면에서 보면, 1990년대 중반 이후부터 기업이 유연한 조직을 추구함에 따라 임시 일용직 고용비중이 지속적으로 증가하고 그에 따라 고용불안문제가 대두되고 있다. 실업구조의 변화를 살펴보면, 1997년 말의 금융ㆍ외환위기 이후 급격하게 노동시장이 악화되었으나, 최근 들어 점차 실업률이 낮아져 안정적 추이를 보이고 있다. 그러나 청년층 실업률, 특히 고졸 청년층의 실업률이 최근 들어 심각한 상태이다. 고용보험 데이터를 이용한 일자리 변동추이를 보면 1995년 이후 산업대분류상의 일자리 창출은 개인서비스업, 교육서비스업, 도매 및 소매업의 순으로 나타나고 있으며, 특히 서비스업의 경우 약 100개의 일자리 중 평균 30개의 일자리가 지난 8년 동안 창출되었으며, 평균 14개의 일자리가 소멸한 것으로 분석되었다. 이러한 분석을 토대로 이 연구에서는 고용정책의 과제로 적극적 노동시장정책의 구현, 신성장과 사회통합을 위한 능력개발체제의 구축, 일을 통한 사회통합적 근로복지체계의 구축, 그리고 노동시장 인프라의 확대를 제시하였다.

&nbsp;&nbsp;This research focuses on the changes of labor demand and supply, unemployment structure and job flows of transference to Knowledge-Information period. The changes of economic condition that influences labor market can be summarized as an informational-globalization. It means that we are facing the demand of knowledge-worker, labor flexibility, and lifetime education and the job mismatch problems in labor market.<BR>&nbsp;&nbsp;Results are as follows. In terms of demand and supply, labor force structure is being aged while younger labor force is being decreased. Economically active participation rates are increasing, but still low compared to the developed countries. In terms of the structure of employment, temporary job rate is becoming higher and employment insecurity becomes a problem since late 1990s. The unemployment rate is decreasing after the recovery from the 1997 Economic Crisis. However, the youth unemployment rate is very serious recently. The transformation of job is various. The job opportunities in personal services, education service and retail wholesale are growing. In particular, 30 out of 100 openings in services were newly created during past 8 years, 14 of them had disappeared.<BR>&nbsp;&nbsp;Based on the results, we propose active labor market policy, construction of vocational education and training system for social integration, labor-welfare structure establishment, and enlargement of labor market infrastructures.
