5.31 지방선거 결과 분석 및 정책적 함의 - 기초단체장의 정당공천제를 중심으로

Analysis of the 5.31 Local Election and the Policy Implication ―The Public Nomination System by the Political Parties of the Mayors

&nbsp;&nbsp;본 논문은 기초단체장의 정당공천제를 중심으로 5.31 지방선거 결과를 분석해보고 정책적 함의를 제시해 보고자 하였다. 본 논문은 지방선거와 관련된 문헌연구를 중심으로 이루어졌다. 현재의 한국의 지방정치 현실에서는 기초단체장의 정당공천제가 장점보다는 문제점이 더 많은 것으로 나타났다. 특히, 2005년 개정된 공직선거법은 기초의회의원까지 정당공천제를 확대하는 내용이 담겨있기에 개악법이라 할 수 있다.<BR>&nbsp;&nbsp;미국, 일본, 유럽의 여러 나라들의 선진국의 정당제도와는 달리, 한국의 정당제도는 많은 문제점을 안고 있다. 즉 짧은 역사, 자주 변경, 소지역주의 정당, 그로 인한 정통성의 결여 등의 문제점을 지니고 있다.<BR>&nbsp;&nbsp;특히, 기초자치단체선거에 있어서의 정당공천제도는 공천을 받기 위해 지역구 국회의원에게 공천헌금을 주는 등 더 큰 문제점이 있다. 그래서 많은 여론조사에서도 기초단체장과 기초의원의 정당공천제에 반대하는 목소리가 높다.<BR>&nbsp;&nbsp;결론적으로, 2010년 지방선거부터는 광역자치단체선거에서는 정당공천을 허용하되 기초단체선거에서는 정당공천을 배제하는 제안한다.

&nbsp;&nbsp;This thesis is to analyze the effect of the 5.31 local election in the center of the mayors’ public nomination and to represent the policy implication in Korea. This thesis was studied in the center of the data on the local election. The effect of the local election was the interesting result. In the present situation of Korea, the public nomination of mayors has many problems rather than benefits. To the worst of all, the reform law in 2005 was included the contents to enlarge the public nomination of the basic local assembly men.<BR>&nbsp;&nbsp;Unlikely to the public nomination system of the developed countries, America and Japan, and the various countries of Europe, the system of the political parties in Korea has many problems. That is, the short history, very often change, the political parties limited in the small region, and the lack of the legitimacy, etc.<BR>&nbsp;&nbsp;Especially, the public nomination system of the basic local election has the bigger problem by giving money to the congressman of the region to get the public nomination. And many surveys of the public opinion show the higher rates of the opposition in the public nomination of the mayors and the basic local assembly men.<BR>&nbsp;&nbsp;As the result, I propose to reject the public nomination in the basic local election and to admit the public nomination system in the election of the metropolitan cities from 2010.
